I don't think multis are really the concern, or rather they are, but where do you draw the line between multis and accounts that simply aren't playing much? Sending out whatever they've earned when they can be bothered to login. You're right about the fact that it won't change anything, they will simply have to login more often. Although, depending on how low the limit was made, anyone who's logging in every couple days, or at least every week might as well be playing anyways, and if they are multis, being forced to login more often and consistently doing the same thing might make them more obvious, and easier to catch.

What does that have to do with anything? If you're massing an alliance, even the old turn rates would only result in you getting one or two less people if you were sitting on a thousand turns, not really a big day either way. And even so, that was a maf update, pointing it out now isn't particularly relevant unless you're trying to suggest that it should be changed back to what it was originally.
But as far as attacks go, I agree that it doesn't have much of a point. At most, it simply forces players to be in contact with other players to supply additional turns if they want to do more massings. I wouldn't call that a bad thing really, just not really sure the forced communication outweighs the inconvenience of not being able to take care of as much on your own.

The covert part I do like. As it is, covert kind of sucks as a system. Recons don't cost anything, and there's nothing more to it than simply how many spies you can train. Increasing the covert you need to see things doesn't do anything to improve that, but it does at least add a little more incentive to keeping a covert in place.
As for the potential of scamming, I kind of like it that way. Has a more "real" feel to it, and forces an element of trust into trading.
