The concept is fine, just need to work out some of the details.
Personally, I'd make it a temporary effect, where after a massing a player can 'occupy' anothers 'planet', reducing that players Population Growth and perhaps income as well for the duration. But I'd need to think more about how it should be balanced, it would need to be harsh enough for the defender to want to make an effort to counter it, and easy enough to be a worthwhile goal for an attacker, but not so punishing and easy to achieve/maintain that one player can thoroughly crush another to the point that that player doesn't want to play anymore.
